Mosaic is a long established and successful disability charity helping improve the lives of people living with disability in Leicestershire & Rutland. We are a not for profit organisation who employ 100+ staff and over 50 volunteers. The team have undergone significant change during the last 6 months and we now have a great opportunity for an experienced CEO to continue the delivery of the change plans, update of our working methods to modernise and transition our operations to the next phase of change and growth.
You will have responsibility for leading the strategy, our overall governance framework and development of robust business plans and budgets, delivering streamlined operations and monitoring performance and risk.
This post requires someone who has a proven track record within a not for profit enterprise and who is commercially astute and able to attain outstanding performance from a range of internal and external teams to ensure that we maximise returns and deliver service agreements whilst remaining focused on the customer.

• Colton Care Domiciliary Services - this is CQC inspected and is led by a Registered manager
• Cre8ing Opportunities - provides day services and group activities for disabled adults with a wide range of disabilities,
• Deprivation of Living Standards (DOLS) - ensures people who cannot consent to their care arrangements in a care home or hospital are protected if those arrangements deprive them of their liberty – we provide an assessor to check they are necessary and in the person’s best interests.
• Direct Payments Support Team – provides support to disabled people receiving a Personal Budget to manage their finances
You will develop a keen understanding of these funding streams across all areas, supporting the processes with your strong financial acumen.
Your role will be to lead and guide your management team and these services so that they adapt and develop in response to current need, best practice in service provision, and are able to meet the challenges of financial sustainability. At the same time you will ensure that the charity remains future focused and identify opportunities and new ways of working to do more for people living with disability in Leicestershire.
You will be expected to be familiar with the requirements of CQC, have a proven track record as a senior manager and be able to demonstrate experience and a clear record of establishing financial sustainability for services, so that you can support and lead your leadership team and negotiate successfully with commissioners.
Ideally you will have a Level 5 Diploma in Leadership for Health and Social Care or equivalent or be qualified by experience.

Accountabilities:
• Act in accordance with Mosaic’s core values and agreed policies and procedures, and to foster adherence to those values, policies and procedures amongst the staff
• Ensure proper care and development of Mosaic’s history, reputation and image.
• Prepare the annual budget for agreement by the Board of Trustees
• Manage and control income and expenditure to achieve long term sustainability of the charity
• Line manage the Leadership Team
• Ensure the delivery of client service and operational efficiency is in line with the contract requirements to ensure sustainability.
• Ensure all services comply with legal standards, contractual requirements and best practice.
• To develop and maintain a 3 year strategic plan for mosaic
• To drive the implementation of that strategic plan into operational plans to ensure delivery
• Ensure that staff are properly selected, supported, motivated and guided
• To manage the performance and development of the staff ensuring appropriate objectives, training and development plans are in place
• Ensure the necessary performance reviews of the staff take place within the agreed timescales e.g. Probationary, Annual reviews, Supervision
• Ensure adequate resource levels across the teams in order to achieve business goals and agreed service levels
• To manage the implementation of change across the team to achieve business goals and continuous improvement
• Provide the necessary management information to the Board of Trustees to ensure governance and that tracks Mosaic’s performance, effectiveness and impact.
• Undertake fundraising initiatives, prepare Local Authority tenders and applications to grant making bodies
• Ensure there is a regular internal audit process in place to check adherence to quality and service standards and support third party assessments undertaken by CQC, Local Authorities, Investors in People and other bodies
• To promote and market the work of mosaic
• To develop new services taking into account the needs of disabled people.

Person Specification: The successful candidate will have:-
• A proven experience of carrying out a similar leadership role with an ability to facilitate strategy and policy development
• Possess a warm, positive and upbeat leadership style, which inspires and motivates people to deliver our mission with passion and enthusiasm.
• Ideally have a clear and extensive understanding of disability, equality and related issues
• Ability to work flexibly under pressure and to deadlines in a constantly changing environment
• Have good commercial knowledge and demonstrable experience of finance control, including budgeting.

• An ability to prepare managerial reports and agendas
• Have a good knowledge of business processes and IT
